It seems that in English "to decree" is a mandatory transitive verb and means "to decide BY decree" not "To issue a decree". In other words, one has to decree SOMETHING, and you can't just say "The king decreed." as the definition states it (since you can say "The king issued a decree"). Moreover, I don't like the use of the expression "decree" in the definition of "decree". --202.131.236.203 05:08, 6 April 2011 (UTC)

  1. The dictionary http://www.thefreedictionary.com/decree indicates both definitions as valid. However I am, like you, a bit doubtful regarding this definition.
