Welcome here. Hoan nghênh bạn. I don't know really about translation of the interface. If I understand this correctly, this is done in the Multilingual MediaWiki. Anyhow, the Vietnames portal is poorly short, and I am not confident enough in Vietnamese to go and write it myself.
